The flat rate is for the horse correct? For that fee the horse can be shown by as many people as you want? And Youth can show a horse they do not own?

Yes the flat fee is for the horse only. Anyone can show the horse in any classes, including a youth that does not own the horse.
I am so excited you are getting reved up to show this year. !!
